In Ukraine, a full-scale Russian invasion has affected 7.5 million children, among their urgent needs are rehabilitation, prosthetics and socio-psychological rehabilitation.
This is stated in answer President Volodymyr Zelensky to the electronic petition No. 22/142952-ep regarding the requirement to assign the status of “child of war” to children who were under 18 years old at the time of the full-scale invasion of Russia and to assign monthly financial assistance for life, Ukrinform reports.
“Under the conditions of a full-scale invasion by the Russian Federation, 7.5 million Ukrainian children can be considered victims, their support should be provided taking into account the individual needs of each child,” the President noted.
The head of state stressed that all the rights of the child are violated during the war, in particular, the right to life and health care, the right to grow up in family conditions, in the society of their place of origin, the right to education and personal development.
According to him, the urgent needs of the affected children are to provide them with technical means of rehabilitation, long-term treatment and prosthetics, health improvement, and socio-psychological rehabilitation.
At the same time, the President stressed that now the legislation already provides for a number of benefits and social guarantees for children from among internally displaced persons, affected children. In particular, it provides for living assistance, state targeted support for higher education, preferential health improvement and recreation, free meals in institutions of preschool, general secondary and vocational (vocational) education, free access to social and psychological rehabilitation services, the right of such children from among orphans and children deprived of parental care, to provide housing at the place of actual residence.
In addition, Zelensky recalled that children who were found to be disabled due to health damage caused by explosive objects received on the territory of Ukraine are given a one-time compensation.
He also noted that on the initiative of First Lady Olena Zelenskaya, a National Program for Mental Health and Psychosocial Support is being developed, the Cabinet of Ministers has created an Interdepartmental Coordinating Council on mental health and psychological assistance to persons affected by the armed aggression of the Russian Federation against Ukraine, and under the Office of the President Council on issues related to the life and safety of children in war and post-war times.
The President said that a similar petition on the status of children had already been considered, and the government drew attention to the fact that strengthening the social protection of affected children would be carried out within the framework of state support programs for the most vulnerable categories of the population, as well as by planning and implementing appropriate measures as part of the implementation of the post-war restoration and development of Ukraine.
As reported, as of the morning of August 6, 2022, more than 1,063 children were affected in Ukraine as a result of the full-scale armed aggression of the Russian Federation. According to official information from juvenile prosecutors, 361 children died and more than 702 received injuries of varying severity.
